CORNWALL COUNTY CHESS ASSOCIATION

League Rules

The competition is annual and open to all affiliated clubs.
The League shall comprise two divisions.
Division 1 shall be contested as a double-round all-play-all competition.(In the season 2008/9 this will be three rounds, not two) Division 2 shall consist of a minimum of 12 matches per team.
Two points will be awarded for a match won and one point to each side for a match drawn.
The winner of Division 1 will hold the County Shield and the winner of Division 2 the Roberts Cup for the ensuing year.
Ties for division winners will be decided by play-off.
Teams in division 1 shall consist of 5 or 6 players (note: 5 for 2008/09 season) and teams in division 2 shall consist of 4 players. (The number for a given year is to be determined at the Secretaries' Meeting immediately prior to the season on the basis of one vote per affiliated club. If a club is unable to be represented at the meeting, it may record a valid vote provided this is sent by post or email to the secretary by a date to be specified in the notice of the meeting.)
The League Secretary shall, before the start of the season, produce a provisional fixture list for the season, specifying unambiguously the date on which each match is to be played. Any club wishing to propose a change to any fixture date must notify the League Secretary of the proposed change by September 15th. The League Secretary will rule on any proposed changes and issue a definitive list by 1st October.
Matches are to be played on the dates specified in the definitive fixture list. A club failing to fulfil any fixture shall lose the match by default. Where a claim is made that failure to fulfil any fixture is as the result of an unavoidable emergency, the decision of the League Secretary shall be final.
Matches between two teams from the same club shall take place as early as practicable (and in any event no later than the end of January). Claims for points gained by default will not be allowed in such matches.
The captains will toss for colours before the start of the match. In the rematch colours are to be reversed. In the third match - if any - between two teams who have played already colours will be decided by the toss of a coin.
Where a club fields more than one team, it must nominate its strongest players for its "A" team. If the total number of players per team is five, the number of nominated players shall be three; if the total number of players per team is four then the number of nominated players shall be two. These will then be ineligible to play for any lower team. All other players will be eligible for the "B" team, if any. A club entering three teams must nominate its next two strongest players who will be ineligible to play for the "C" team.
The players to be nominated will be determined by reference to the current B.C.F. or other official grading list or, in the case of ungraded players, by their most recent published grade, if any.
Clubs must notify the League Secretary of their nominated players with the first match result.
No player ordinarily resident outside Cornwall nor any student attending an educational establishment outside Cornwall may be nominated in accordance with Rule 13 above.
